Peru president's call for confidence vote not a power grab: minister

Peruvian President Martin Vizcarra decision to trigger a legislative procedure that could allow him to dissolve Congress is not a power grab but a constitutional way to pressure lawmakers to pass urgent reforms, his foreign minister said in an interview.
